County reduces some CR speed limits

Medina County Commissioners Court met Monday, May 18. County Judge Keith Lutz presided, and commissioners Jessica Castiglione, Precinct 1; David Lynch, Pct. 3; and Danny Lawler, Pct. 4 were present. Commissioner Larry Sittre, Pct. 2 was not present.
The court continued its efforts to make travel across the county safer by reducing speed limits on county roads.
Before opening a public hearing to consider reducing speed limits in Pct. 2, Judge Lutz said, “We cannot consider nor take action on the second road in the list because the wrong road number is designated for it. Today, we will consider only the first and third roads in the list.”
After no one commented about CR 5719 or CR 4770, the judge closed the hearing and court resumed.
Commissioners then voted to reduce speed limits for CR 5719, from 60 mph to 30 mph, and for CR 4770 from 60 mph to 25 mph.
Subdivisions
The court approved an amendment to the recorded plat of the Woodlands at Medina Hills, Unit 4A, to correct lot lines for block 20; Lots 903, 24 and 25, located in Pct. 1 on FM 1283.
“These are minor corrections for lot lines,” explained Pct. 1 Commissioner Castiglione.
Commissioners tabled a request to vacate Tract 6 of the Matt Hutzler Subdivision, located on FM 1343 within the City of Castroville Extra Territorial Jurisdiction (ETJ) after several questions about the action remained unanswered.
List of Election Judges
Medina County Elections Administrator Jeanie Longoria presented an updated list of Presiding and Alternate Judges submitted by the Democrat Party August 19, 2024, and requested adding four additional presiding judges.
The court approved amending the list by adding
• Gina Stoltzfus,
• Angelique Muniz,
• Rosa Martinez, and
• Jeremy Kohlwes.
In a separate action, commissioners approved the Central Count Station personnel, including the Judge and Alternate Judge for the May 26, 2026, Primary Runoff Election as follows:
• Central Count Manager Jeanie L. Longoria,
• Tabulation Supervisor Ashley Christilles,
• Assistant Tabulation Supervisor Debra Brashear,
• Presiding Judge Becky Rector, and
• Alternate Judge Shelley Estrada.
Treasurer’s Report
Medina County Treasurer Debra Graff reported Accounts Payable totaling $1,343,674.84.
In a separate report, Graff reported Disbursement of Funds since the last commissioners court May 4 of $62,433.43 for utilities, fuel and dental claims. The court sanctioned both reports.
Further Business
In other business before the court, commissioners:
• accepted the Annual Financial Report for the year ended Sept. 30, 2025, from Medina County Emergency Services District No. 1 (ESD #1) following a presentation by Fire/EMS Chief Clint Cooke;
• appointed Commissioner Lawler to represent Medina County as a director, and Commissioner Lynch as alternate director, on the Medina County Public Utility Agency’s board of directors;
• approved an Engagement Letter from Patillo, Brown & Hill LLP to conduct the outside audit for the Fiscal Year ending Sept. 30, 2026;
• agreed to a Master Cooperative Purchasing Agreement for participation in the Sheriff’s Association of Texas Vehicle Procurement Program which provides another option for purchasing vehicles for the Medina County Sheriff’s Office);
• listened to a presentation by David Schechtman with Meeder Public Funds on Texas Connect as an additional investment opportunity for County funds;
• approved the purchase of an Anderson Machinery Mantis Mower through the Buy Board purchasing contract for Pct. 3; and
• declared items from the following office/department as surplus and/or salvage and authorize disposal:
• Pct. 4 – salvage: Wood shredder; to be sold at auction.
