|NOTICE OF PUBLIC HEARING
Pursuant to the Texas Local Government Code Section 152.905,
notice is hereby given by the Presiding Judge of the 38th Judicial
District, the Honorable Camile G. Dubose, of a public hearing to
be held in open court on Tuesday, August 19, 2014, at 8:45 a.m.,
in the Jail Courtroom, Medina County Jail, 801 Avenue Y, Hondo,
Texas. The purpose of said hearing will be for setting the
compensation of the Official Court Reporter, County Auditor, and
Assistant County Auditors.

PROPOSED BANK MERGER
Vantage Bank Texas, 45 NE Loop 410, San Antonio, Texas 78216,
intends to apply to the Federal Reserve Board for permission to
merge with D’Hanis State Bank, 1401 19th Street, Hondo, Texas
78861. Vantage Bank Texas will be the surviving bank of the
merger. All of the existing offices of Vantage Bank Texas and the
offices of D’Hanis State Bank will continue as offices of the
surviving bank. The Federal Reserve considers a number of factors
in deciding whether to approve the application, including the
record of performance of applicant banks in helping to meet local
credit needs. You are invited to submit comments in writing on
this application to the Federal Reserve Bank of Dallas, P.O. Box
655906, Dallas, Texas 75265-5906. The comment period will not end
before August 21, 2014 and may be somewhat longer. The Board’s
procedures for processing applications may be found at 12 C.F.R.

Explanation of a Proposed
Activity in a 100-Year Floodplain
To: All interested Agencies, Groups and Individuals
This is to give notice that Medina County has conducted an
evaluation as required by Executive Order 11988 and/or 11990, in
accordance with HUD regulations at 24 CFR 55.20 Subpart C
Procedures for Making Determinations on Floodplain Management, to
determine the potential affect that its activity in the floodplain
and wetland will have on the human environment for street
improvements under TCF Contract #7214072.
Street activities shall include pulverize, blade and compact
46,816 square yards of roadway; haul, place and compact new flex
base; finish, blade and apply prime coat asphalt; and 53,500
square yards of 2-course surface treatment asphalt, as well as any
additional activity to support the above-mentioned improvements.
Construction shall take place along CR 421 (Koehler Lane) from FM
462 to Medina Rock & Rail Crossing on CR 421. The proposed
project locations are located in Medina County, Texas.
Approximately 1.87 acres of the project are in the 100-year
floodplain. The project is not located in a wetland area. Medina
County has considered the following alternatives and mitigation
measures to be taken to minimize adverse impacts and to restore
and preserve natural and beneficial values. (i) Reasons why the
action must take place in a floodplain: These street improvements
will take place along existing right of ways which will minimize
construction. However, portions of these improvements are located
in the floodplain. (ii) Alternatives considered: No action; but
that would allow the current roadway to remain under sized for
commercial use, resulting in risks to public safety and welfare
from a lack of necessary infrastructure including emergency
services access, or proceed with the repairs as proposed in a FEMA
documented special flood hazard area. (iii) Mitigation measures:
Safety precautions to secure construction equipment would need to
be implemented while the project is being constructed. Best
management practices should be in place to prevent soil erosion
during construction. Revegetation of areas with native vegetation
will be needed once construction is complete. Medina County has
reevaluated the alternatives to building in the floodplain and has
determined that it has no practical alternative. In order to
provide complete street improvements, the work must be done along
the entire length of proposed area and not only areas outside the
floodplain. This activity will have no significant impact on the
environment for the following reasons: This project will provide a
beneficial effect for residents served by the County’s
transportation system by ensuring proper function. By using
existing right of ways, impacts to the environment are minimal.
The few adverse effects caused by construction will be temporary.
There are three primary purposes for this notice. First, people
who may be affected by activities in floodplains and those who
have an interest in the protection of the natural environment
should be given an opportunity to express their concerns and
provide information about these areas. Second, an adequate public
notice program can be an important public educational tool. The
dissemination of information about floodplains can facilitate and
enhance Federal efforts to reduce the risks associated with the
occupancy and modification of these special areas. Third, as a
matter of fairness, when the Federal government determines it will
participate in actions taking place in floodplains, it must inform
those who may be put at greater or continued risk. Written
comments must be received by Medina County at the following
address on or before August 1, 2014, Medina County, 1502 Avenue K,

Administrator , during the hours of 8:30 AM to 4:30 PM.
